The answer is simply that we are a little late on out charter: we are 
still focusing on the Use Case documents, and have not published any 
draft for the specification itself. You haven't missed anything :)

For future reference: all publications of the WG (including drafts) will 
be listed here:
https://www.w3.org/groups/wg/lws/publications/
and this list is maintained automatically, so you can rely on it being 
up-to-date.
