Wiki Magic for "RFC 2119"

Hi!

Just to let all document editors know: The Wiki creates an automatic
hyperlink, if it finds the tag "[RFC 2119]" in the References section of a
document. I had this in the RDF-Based Semantics, and I also found it in the
"Conformance and Test Cases" document.

Some documents already contain a solution to turn this automatic link
creation off. For example, the Structural Spec just writes:

  [<nowiki>RFC 2119</nowiki>]
