Hi, folks–

I've created a Github repo, `w3c/webpayments` [1], for the Web Payments WG.

Typically, W3C WGs don't create a single Github repo for their specs, but rather we use the `github.com/w3c/` repo for each spec.

For our other documents, such as diagrams, slides, and other non-normative (informative) documents, the w3c/webpayments repo will be useful.

Currently, I am the admin, and AdrianHB, NickTR, and Ian have write access. If you're a Web Payments WG participant, let me know if you want to be added to this repo for write access.
