Yes, it is a catch-all for ID references, but not for everything which may be forwarded (for example focus, and attributes on the host, are out of scope).

Reference target is not immediately clear, I agree, but I think it is explicit: it designates a _target_ for _references_ to the host element. I could imagine a suite of similarly-named attributes (`attributeTarget`, etc.)
