There are two letters in Russian that can match to this description: the 

letter "I" or "Simple I"(outline is: "|/|") and the letter "Short I"(it
is a 

letter "Simple I"("|/|") with small dash above it).

Many thanks for your question. When I helped Ian with this part of the

spec, I just assumed that if we had meant "short I", we would have

written "short I". But it is always better to make sure, and always

better to make sure non-natives mean what they seem to say :-).
