Translate WAI-ARIA into Chinese

Hi W3C translators,


    We would like to set WAI-ARIA Authoring Practices for the translation of W3C. (https://www.chengrang.com/a11y/aria-practices/aria-practices.html ).We have  finished more than half of the work, and the rest of it will be finish soon.


    We want add the part of transitions to the list of W3C Global transition volunteer Organization.
