This is but one example of many, where outdated documents are consumed and referenced by all sorts of people, this is obviously bad for many reasons.
some other w3c wg's have started to put warnings on outdated material and i think it is something we should be doing.
There's a certain cost to republishing things with a warning. But adding something appropriate (or even "not very appropriate but overall slightly better than relying on the "this URL" line at the top) should be an obvious thing to do.
At least for my 2 kopecks. (Actually, I haven't got a coin smaller than 10 kopecks, and that's worth less than a farthing would be on face value…)
