Proposed Resolution: Jzazbz, JzCzhz and ICtCp color functions

Proposed Resolution: In CSS Color HDR, move Jzazbz, JzCzhz and ICtCp from color() to their own functions, for consistency with CSS Color 4 Lab, LCh, Oklab and Oklch
